ROLE OF THE CHHATTISGARH STATE COMMISSION FOR MINORITIES IN HUMAN RIGHTS PROTECTION: AN ANALYTICAL AND LEGAL STUDY

Abstract

The objective of this research paper is to conduct a legal and analytical study of the role of the Chhattisgarh State Commission for Minorities in the protection of human rights. The study evaluates the relationship between the Commission's legal powers, grievance redressal system, public awareness, institutional and administrative limitations, and the effectiveness of human rights protection. Descriptive and analytical research methodologies were adopted, utilizing both primary and secondary data. Primary data were collected through questionnaires, while secondary sources included the Constitution, Acts, judicial pronouncements, the Commission's annual reports, and relevant literature. Chi-square tests and correlation analysis were employed at a 0.05 level of significance to test the hypotheses. For all five hypotheses, the null hypothesis was rejected, and the alternative hypothesis was accepted. The results indicate that the Commission's legal and administrative powers, the efficiency of the grievance redressal process, and public awareness positively influence the effectiveness of human rights protection, whereas institutional and administrative limitations adversely affect the Commission's operational efficiency. The study emphasizes the need for greater autonomy, binding legal powers, adequate financial and human resources, an independent investigative mechanism, and extensive public awareness programs for the Commission. This research offers policy and legal recommendations to strengthen the Commission's institutional capacity for protecting minority rights and to enhance the effectiveness of human rights protection.
